These medicines are not meant to be given to induce menses without pregnancy. There are other drugs meant for that. It is not possible to give opinion regarding menses not starting without detailed evaluation.

You can take now two tablets of mesoprostol and bleeding will occur within 4 hours. If bleeding doesn't occur, consult your nearest gynaecologist.

If the d&c is done properly and she don't have any problem after that then no need to take mesoprpstol.

Don't take any medicines without doctor's supervision.

Medicines work only till 8 weeks.

get it confirmed by ultrasound first & then opt for procedure like MR done in OPD for cases upto 9 weeks only
beyond 12 weeks till 20 weeks,it has to be carried out like artificial delivery like induced pains with help of medicines
