If you are using 5% Minoxidil solution then yes you can (& you should) use 1ml solution twice a day but if you are using 10% solution then once a day is enough.
It usually takes 3 to 6 months to see a visible difference.

Minoxidil is available in foam and spray formulations. Please use that instead of lotion. Oil your hair twice a week . Dandruff could due to minoxidil induced dryness.

Topical solution are not known to cause the side effect which you are complaining. Although due to some oral medicines for hair regrowth this kind of side effect is expected.
