All the three dugs are for controlling high BP, so it is better to use one in the morning and other two in the evening. There is no problem even if the patient is diabetic.

Hypertension as a disease need to be evaluated in detail. You must consult a cardiologist to find out are there any correctable causes of hypertension like sleep apnoea, hypothyroidism, renal artery stenosis and so on.
Then we need to find out are there any complications of hypertension already present or not. This will require kidney function tests, fundus examination, ecg, 2d echo.
