You need to visit a cardiologist nearby for a detailed examination and evaluation. Its very difficult to give a correct opinion without physically seeing the patient.
Whether your current chest pain is cardiac or not, or the previously blocked coronaries require any intervention like angioplasty or not, then lastly to advise optimum medications. All these are serious issues which can not be dealt on a forum like this.

One of the most common long term complications of long standing diabetes is erectile dysfunction. This happens even when blood glucose is fairly well controlled. But is glucose levels are not in proper control then ED tends to happen quite early. This is due to the microvascular damage in penile muscles. Once the damage sets in it is unlikely to reverse. If blood pressure is not controlled after taking three or more drugs then it may be matter of concern. You should follow lifestyle measures rigorously to complement medicine. Loosing some extra kilos also part of it. Ask your docor to look for any missing factors like kidney problem or painkiller use etc.
