Please go to a specialist surgeon or gastro enterologist and get a sigmoidoscopy done to find out the cause and treat accordingly
in the meantime eat only plant based foods increase fluid intake and fiber intake.

Instead of brooding to know the causes of bleeding per rectum, I advice you to see a physician who will treat his diarrhea with blood, if both are present it is called dysentery and a physician is the right person to treat him, it is most likely he has infection in his intestines. A surgeons opinion can be sought at a later date if there is no response.

Non surgical tratment depends on severity of rectal prolapse. Not for severe prolapse. Treatment choice also depends on the age of the patient.
