Please stop Betnovate C as soon as possible. It's a strong steroid and can cause significant side effects specially in such a young child & in such an sensitive area.
About growth of nail. It will take months. Around 3-4months if it's a hand nail & 6 months if it's a toe nail.

you can dip your hand in Luke warm water(add small amount of shampoo in water) for 10-15 minute

cut nail regularly
