No it does not reduce. But it anaesthetises the genital organs and you will not feel any sensation which is necessary to complete the act. You can use vlg gel instead.

Lidocaine jelly is also used to numb and treat inflammation of the urinary tract (urethritis). Lidocaine is a topical anesthetic that numbs mucus membranes. It does not work to numb thicker skin.
