Constipation in children is very common problem and it is treatable with homeppathy medicines.
Even diet modification also helps in most of the cases.
Give her plenty of liquid and water.
Give fresh, seasonal, whole fruits to eat instead of juices. Add green leafy vegetables in her diet and more fibrous food in diet.

Topical steroids are to be used only for the prescribed duration of period and also to be used in small amounts only over the affected area. If used for a longer than prescribed duration or in excess amounts can cause side effects which I am sure you are well versed with. So do follow up with your doctor.

Eat healthy food and stop worrying. If child is growing properly as depicted in normal growth charts and if she is playful, there is no reason to think of inadequate breast secretion. You did not mention age and weight of the child. It is difficult to address your query based only on your perception.

Between the two, prefer undiluted cow's milk as it is more near to human milk in composition and hence more easily digestible.
