Cough and cold is quite common benign and self limiting in young baby and does not warrant any medicine as they are commonly viral infection.
In fact cough and cold SYRUP does more harm than good. At most you can instill saline nasal drops in case of nasal blockage.
Unless cough and cold is associated with rapid respiration fever and respiratory distress you need not go to any doctor. Unfortunately many shall prescribe even antibiotics which is never necessary.

You should visit nearby pediatrician. It may be viral but one have to see the baby. Give kufril ls 4 ml thrice daily. Syears dolo 5.5 ml if fever >100 f.saline nasal drop 2 drops in each nostril as per requirement.

As you are telling that she had runny nose and also mother having the same, most likely it's viral upper respiratory tract infection. As there is no fever and baby is feeding well, it's good sign. Continue with nasal saline drops frequently, you can give even at every 1 hour. Watch for breathing pattern of baby if you think it's labored or very fast need to get to hospital.
