Since an orthopaedic doctor is caring, after plaster removal, physiotherapy exercises, fomentatiin shall restore movements.
Arthritis has to be confirmed for type. Commonly,its osteoarthritis. Your doctor shall assess what medications would be further needed to control it. Do not worry.
If diagnosis of arthritis type isn't clear, blood tests ,x-rays for arthritis profile shall be done to diagnose and give specific treatments.

Actually the main topic of discussion is not surgery or plaster, it is whether your bone will be rejoined back as before properly or not which can be inferred by inspecting the x-ray.
If plaster can heal and help in joining the bone properly then no issue. But you have to be on physiotherapy rehab program for few days.

undisplayed fracture has no complications..some surgeons prefer to give a walking plaster with heel...while some advise only strapping of foot in undisplaced fracture..
since it's weight transmitting metatarsal, I would prefer for walking plaster for 4 weeks
do not worry if plaster is loose, just refrain from walking for aother 2 to 3 weeks

as a ortho-physio specialist I would like to suggest you must complete the time period for pop cast as advised by your ortho-surgeon. A doctor always try to give his best suggestion or advice according to condition of affected part or joint. So after removal of pop cast do some exercise and consult to a expert physio for better re-education of muscles and for a good recovery.

Hi, hope your father is doing well, I am not sure which part of the leg was fractured, it might take few days to weeks for him to go back to his normal self, depending upon the severity of the injury.
Mild exercise can help as advised by Dr. Keeping leg in elevation with a support by pillow on heel can help in reducing the swelling.
Apply cold pack around the swelled area 15-20 min, 3-4 times a day, make sure the ice pack or bag is not in direct contact with skin.

Because of plaster joint get stiff and musclesgot weak, kindly consult physiotherapist to know writ exercises .as joint range will improve you will experience less pain.
