There may be throat or tonsillar infection. Take plenty of oral fluids, proper gargling of mounth twice a day after mouth. If pain persists a simple antibiotic like azhithromycin or erythromycin usually helps. Since it is already 3 weeks, if no relief see ent specialist.

Give montair lc syp for cold and zerotuss syp for dry cough.
Give lukewarm water to drink. And give home remedy like honey.
