Hello dear, I feel you do not have hemorrhagic conjunctivitis. Its mixture of dry eye and allergic component in your case. Because of your life style.
You can avoid mobile and shift to laptop for your study. Use mobile as phone only. Split your screen time menas reading on laptop to 30 min spells. Can use tear substitute like systane ultra eye drop or eubri eye drop 3-4 times per day. And lastly you have to use spectacle full time. Avoid less near work or work on mobile.

Consult local opthalmologist and he will do syringing test as this could be due to lacrimal passage blockage
If passage is patent, then she may use lubricating eyedrop
Regarding sight problem, Ophthalmologist will examine her and check her vision and will prescribe glasses if required.

Ciprofloxaci eye drop is an antibiotic eye drop and will not help control itching. Would advise you to use some anti allergic eye drops and lubricant. An davoid eye rubbing.
