You can try this -
1. 1. Don't take tea empty stomach. Eat something like a banana (if you are not diabetic). Or any seasonal fruit or soaked almonds and a glass of water first thing in the morning (within 10 mins of waking up). No only biscuits or rusk will not do. 2. Don't drink water before meals. If you take 0.5 mg dexamethasone taking 2 times in a day for only 1 day it cannot affect your body or have any side effects.

Dexamaethasone can produce mood disorder, you r right. Discuss this side effect with your doc, and ask for alternative. If this is very much essential for your survival or well being, you need to concurrently consult a psychiatrist and take a mood stabilizer along with it.
