Yes. It is ok to take. As she is on tamoxifen that means she is ER, PR positive. According to newer studies these patients can take tamoxifen for 8-10 years to block above receptors.

If it's due to less testosterone you can try.
Gynecomastia can be due to many reasons - drug intake, endocrinal (hormonal) problems, metabolic causes or pubertal gynecomastia. Here there is enlargement of breast due to fatty or glandular component of breast.
Get serum testosterone, prolactin and thyroid profile done.
Medicines can correct gynecomastia only in cases of hormonal problems otherwise they are not effective.

Tamoxifen is a prooved drug for hormone positive breast cancer. So according to the studies and data which is available tamoxifen is better for hormone positive breast cancer as hormonal treatment.

Hello. Liposuction and the gland removal (depending upon the amount of fatty and glandular tissue in the region) is the standard treatment of choice for gynecomastia. It will reduce the appearance of it drastically and the garment worn after the procedure also brings the chances of recurrence to almost zero. Please consult a plastic surgeon for the same and he'll give you a more better idea of the procedure.
