your problem can be solved in either of two ways. You can either have multiple fat grafting to give natural fullness to breast or decide to get breast implants.
As per which choice is better this is not as simple as it appears. There are pros and cons for both procedure. My suggestion to you will be to consult a good plastic surgeon to understandeverything and take an informed decision.
