The main reason is the oil in the scalp gets lodged in the hair follicles giving enough space for bacteria to form and they eventually becomes pimples. So the best you can do is start using acrolane shampoo or any antimicrobial shampoo available to you. Try not to rub the area.

First of all clean your scalp regularly with mild shampoo. Apply hair oil mixed with 2 tsf lemon juice twice a week and then wash your hair. Take plenty of water, at least 8 glasses a day. Take amla juice in the morning.
If the problem persists, you may have seborrheic dermatitis or scalp psoriasis, so consult a doctor or consult with me online.
