Its an allergy or fungal infection. Please clean it with neem decoction and turmeric powder in it. Some neem dried leaves powder, little turmeric and sugarcandy may be used. After cleaning locally apply medicated marichyadi tel on it. It may irritate but for some time.

I will suggest you to apply zole ointment at night over the lesion and apply candid powder in morning and follow up after two weeks

Allopathic treatment is not helpful for permanent solution..
