Despite surgery you can have mucus production from the sinuses or lung per se, it could be a symptom of allergy or asthma. U need to step up the nasal spray with a check up from a chest specialist along with a few investigations like xray of sinuses and chest, allergy tests, pulmonary function test. U will require oral anti allergics.

Since you have persistent symptoms even afer taking regular medication, you must rule out any blockage in the drainage of sinuses. You should visit an otolaryngologist and get a ct done for paranasal sinuses. That will give you a clear picture.
