yes it is safe but why not go for natural remedies for chapped lips. drink plenty of water.eat amla,lemon,orange ,guava for vit c.Or take Vit C tablet. you will very soon stop applying balm on lips.

It will be difficult to tell you what is the exact cause of this problem without evaluating and investigating her in person. Her increased urination could be due to some urinary infection, My suggestion is consult a internal medicine specialist locally so that they can advise tests after evaluating her and direct you further. Avoid eating excessive amounts of cough drops containing menthol. Large amounts of menthol can reduce milk supply.

medicines containing guaifenesin can be taken by breastfeeding mothers to relieve a chesty cough.

Vitamin D is slightly deficient, better to maintain from 45 to 60. Vitamin B 12 is normal at lower range, maintain it up to 800. Other values are normal. Go for Thyroid profile check.

But one of the cause is gerd cause bad breath.
Rifagut 400 times a day after food for two weeks.
Pan d one in empty stomach for two weeks.
Oz two times a day after food for five days.
