You can take a basugine (glargine) substitute for lantus it comes in vial form and much cheaper.
Ask your diabetologist to shift you from rapid acting lispro (humalog) to regular insulin (actrapid) which is cheaper but you need to take it 30 mins before each meal as action is little slower.

Insulin is better, but if he is very well controlled with low dose of tablets, then we can think about tablets. His current medicines, sugar levels are needed to tell which one will be the best option.
