Yes ,you can use moisturiser with tretinoin 0.025%. You can use cetaphil or nivea cream as a moisturiser.

most of the times, pigmentation will respond to azaelic acid /kojic acid /hydroquinone creams. But be sure to start the cream at night along with sunscreen application in the morning. Your skin seems to sensitive ,better you use mild cleanser to prevent from dryness and redness.
