Mostly likely its an infection because of congenital blockage of the nasolacrimal duct. Use tobramycin eye drop 1 drop 3 times a day and consult an ophthalmologist.

You will not be able to discriminate colors properly and you should get it checked by ishihara charts. The visual acuity of a normal person is 6/6.
