First,you should have proper diagnosis ,whether it is only hyperpigmentation or something like a disease. Treatment depends on the diagnosis .

Yes, Q-switched laser is a good idea. Alternatively, you can use retinoic acid in microsperical form at night for few months.

Continue with fusidic acid cream but if resolution is incomplete, then you should take antibiotic systemically.
