Towel Hamstring Stretch
Lie on the back, supporting the thigh with the hand or with a towel wrapped around it..
Slowly straighten the knee until a stretch is felt in the back of the thigh, trying to get the bottom of the foot to face the ceiling, one leg at a time.
Hold the position initially for 10 seconds, and gradually work up to 20 to 30 seconds.
Standing calf stretch
Stand away from a wall and.put your fight foot behind you and be sure your toes are facing forward. Lean forward at the ankle while bending the right knee and keeping your heel on the ground. Hold this for 30 to 60 seconds. Repeat 10 times a twice a day.
Contrast bath- Fill two buckets/ tubs with Very Hot Water and Very Cold water. Immerse your legs into the water for 3 minutes and then switch to cold water for 1minute. Repeat this 3 times once a day

You should avoid lifting heavy weights. Avoid cough and constipation. There is no specific cause for hernia. Symptoms is usually a swelling in groin region which becomes prominent on cough or doing some heavy work. Treatment of hernia is surgery only.

do hot fomentation.
Paracetamol 250mg od & sos x 5days.
Caldikind plus 1tab od x10. Do neck back knee & general exercises. It may have to be further investigated. Do not ignore it.
Let it not become beginning of a bigger problem.
Make sure you are not allergic to any of the medicines you are going to take.
If it does not give relief in 4-5days, inform.

For pain in legs you can use hot water with 10gms magnesium sulphate in it . He needs to keep his legs in this for at least 30 mins. Regarding cough you haven't mentioned whether it is wet or dry cough. Do verify for proper guidance.

Your hba1c levels should ideally be less than 7 but since you have diabetes for 20 yrs even bringing it down to 8 would also be of help. You should be started on sulfonylureas like glimepiride. Diabetic neuropathy is difficult to treat if pregabalin is not effective then you may ask your physician to swith to either gabpentin or amytritiline. But do remember that it may take more than 4 to 6 weeks to start showing its effect.
