There are two issues here - one is the radiation that is emitted. Second is the decibel level at which one uses the head phones. All standard branded models of cellphones have specifications written on them (on the Manual). So it can be safe if you are using a good cellphone which adheres to the standards. It would still be wise to use the cellphone sparingly or as it is needed and avoid radiations. The headphone should not be used for long intervals of time as it came be harmful in the long run. (The incidence of ear infections may be high and also hearing loss may be another risk) Use it at a minimum audible level. Use speake phone when possible.
