Smoking itself is a risk factor for hypertension.
Your overall blood pressure is on the higher side. Your medications need to be increased and adjusted.

It would be better to take him after getting him checked by a doctor. Keep monitoring his blood pressure and breathing. Don't give him sorbitrate carelessly, it can lower the bp.
