Hello lybrate-user! Rauwolfia serpentina is given for high blood pressure. It is taken orally 10-15 drops diluting in 30 ml of water 3 times in a day. Nasal congestion has so many causes like allergic rhinitis (allergic sneezing one after another, sinusitis, nasal polyp. But rauwolfia does not cause nasal congestion.
