Role of key ingredients:
Lactic Acid shows antimicrobial action. Triclosan is an antimicrobial agent with wide activity.
Aloevera has anti-inflammatory action and provides moisture to skin. Additionally it exhibits good antibacterial action.
Deionised Water is a vehicle for other ingredients and a cleanser.

You have to brush teeth after every feed and wash with clean water and if ther is dark patches you have to get scaling done by a dentist.

If it is really the dust then water is enough. Better use proper wind shield next time. If you want you can use netraprabha eye drops.

There is in ayurveda mention pinda swed. It is a type of swedan karma [phomentation] but it do some another manner. 1. Boiled a rice in milk then take this rice in one white cloth then tied it properly and warmly it rub on your face every morning for 15 days then stop it and do next month again 2. Apply almond oil on your face and massage for 3-5 min at night. By doing above thing you will get good result take following remedies 1. Triphala kadha 4 tsp before lunch and dinner 2. Amala juice 4 tsp + 2tsp sugar + 2tsp honey in the morning empty stomach.

Yes teeth cleaning done by dentist is very much important. Through home remedies you cannot remove the calculus completely. There will be some calculus below the gum line which you cannot see. Dentist can thoroughly clean your teeth on all surfaces which you can't do by yourself. So please go for a dentist for cleaning.
