In congenital case age will be play a most imp role bcoz under 5years only child will be able to understand language & their complication. After 5years it difficult to make there language age appropriate bcoz it obvious when child heard something then only they will learn language & communicate with others. For older child with congenital hearing loss then acco to the degree of loss treatment is vary but as I mentioned earlier they've severe category of loss so as a rehabilitation point of view sign lang or other manual communication help them.
