No. The only surefire way to prevent pregnancy and STDs is abstinence. If you do have sex, use a condom every time to protect against unplanned pregnancy and STDs.
Ideally ovulation time is fixed but since sperm stays active and alive for good 3 to 4 days in female genital tract its risky still to have sex without condom 5 days before periods, suggest use a condom to remain safe.

Risk of HIV and STDs is directly proportional to number of sexual contacts/exposures.
It is certainly safer to have used condoms, single or double doesn't matter much, but risk is still there.
Take HIV, Hep B and VDRL tests at 90 days after last exposure.
If Hep B negative, take Hep B vaccines.

No problem. We often prescribe such condom for premature ejaculation. But prologed use may decrease sensitivity of penis leading to erectile problem, though very rarely.
Sex during safe period reduces the chances of pregnancy by more than 60%. Safe periods in a female with a menstrual cycle of 28-32 days are roughly calculated as.
- first 7 days of menstrual cycle and
- day 22nd onwards till the last day of menstrual cycle
however this is just a rough guide.
