No. Using hydroquinone for long time is harmful. Stop it immediately and see a near by skin specialist, who will be able to assess and help you.

Paderm + contains super-potent steroid and it's use over face should be avoided. Never use any steroid cream without dermatologist advise specially over face. Use melalong cream at night and some good sunscreen (eg. Suncare, sunstop etc) at daytime.

Usually pimple marks goes of slowly by themselves. Using some good sunscreen (suncross, suncare or sunstop) at day time and some steroid free de-pigmenting agent (melalong cream) at night will help. Otherwise chemical peeling may also be done, it will not only lighten your skin but also help in active pimples if you have and decrease secretions. But it should be done by trained dermatologist only. Even laser treatment are also available for this.
