Yes first he needs to get it removed endoscopically and then further treatment depends on the biopsy results.

By the way, BCG therapy is for early and superficial cancers of urinary bladder treated by TURBT to prevent recurrence. We don’t need BCG for benign tumors. We do most of the cystoscopies as out Patient procedure under Local Anasthesia if they are just check scopies for follow up of bladder cancer or to rule out bladder involvement in Rectal or cervical cancers.
