Hello. Definitely it can be removed. However the mode of removal has to be decided on the size, position and the depth of the tattoo, for which I would like you to get it examined first. It can be removed by either, Excision or laser therapy etc, all which has their own pros and cons. These you can discuss accordingly.

You can start initially on milder depigmentation creams which contain kojic acid, arbutin, niacinamide like Melaglow at night and use sunscreen three times a day.
