To declare HIV negative they all must cross window period (3-6 month normally. And get HIV tests done again. If it comes negative then you can say HIV negative. In that case no question of spread.

If by 2 HIV TEST done 6 month apart and they do not do sex with any youth person then only no chance of hiv spread otherwise yes.
