Dear lybrate user, your friend may be suffering from a clinical condition called phimosis. The most conventional method to get rid of it is surgery. Its is paraphymosis when you can partially retract the foreskin and not completely. You can tell him to get a homeopathic medicine and first use it before resorting to surgery.
