My pubic area and lower stomach area has huge amount of fat I have been dieting for last 3 year and even doing workout but still it's the same I want to loose that area fat especially pubic area.

There is no spot reduction. You have to do quality exercise which comprises of weight training and cardio. You also have to eat clean. What ever you are eating and if it is not working then your needs to be re looked, and the same with your exercise.
