Your mother should undergo a detailed screening test by a medical doctor to rule out the exact cause of pain which has not subsided by two years. Matter of concern indeed. L-carnitine test should be done as it is often found deficient in women. For pain relief she can do self calf stretching for 15 sec in a set of four, twice a day. Should drink plenty of water minimum 4.5-5 litres in this summer. Should consume garlic paste twice daily for 21 days provided she has normal blood pressure. Hope it helps, else you can contact for help.
