Mr. Lybrate-user, if your blood sugar level is fasting 138 mg/100 ml and pp 192 mg/100ml, it can not be called as fully developed diabetes. The reason is to diagnose diabetes the criteria are fbs >126 mg, pp >200mg and hba1c%>6.5. Your fasting meets the criteria but pp is in the region of pre diabetes or impaired glucose tolerance (igt). To confirm you may get a hba1c% test and glucose tolerance test (gtt) done. Those results will be able to give a clear answer.
