High tsh levels as in your case indicate hypothyroidism. It is a condition where the thyroid gland is being pushed and stimulated by the pituitary gland in the brain to secrete more t3 and t4 levels. In a scenario where only tsh is raised and t3 and t4 levels are normal, it means the disorder has only started and not peaked. But if you ask why is the brain pushing the gland to more, you will realise that the gland must be functioning less and hence the push required.
