My brother is 15 years old. He is not able to speak sentences properly he has a iq of 70 but not suffering from autism or other mental disorder. Was weak in studies, but able to do calculations upto 2-3rd std. What should we do. Is he able to live normal life like marriage etc.

Since he comes under the definition of mild mental retardation (now called general intellectual disability), he will always have limitations in his daily living. Still an I q of 70 means that he can manage most of the routine things with little assistance. You and your parents should focus on training him for self care, travel, communication and perhaps a simple vocation that he can turn into an occupation. Marriage, like any other legal contract, requires both parties (bride and groom) to fully understand the nature of the contract, at the time of the alliance. The iq by itself doesn't matter. Every person with an iq of 70 will have different levels of understanding. That is the legal angle. So he can get married. However, focus on making him as independent as possible.
