These patients are somewhat high risk patients (especially bp patients) as they can have both intraoperative and post-operative complications. Still if they have good control of diabetes and bp they can go for operation. Your mother also has some heart block, so the medication for this (if started already) should be continued and will need careful intra-operative monitoring, which can be best given in multispeciallity hospital only(having icu staff, medicinal, anesthetic support).
