You need veneers to mask the fluoride stains veneers are either direct (composite veneers done directly by applying layer of composite material on the tooth surface after rubbing the tooth appropriately) or indirect (made in lab also called ceramic veneers; componeers -readymade of composite)

If the stains are because of excessive flouride ,it is intrinsic type of stains. Bleaching will not be effective in your case. you may need artificial enamel filling or crowning .
