After masturbation my penis is fully covered by skin. This is very pain full and it's not back over. Example like any insect attack skin that skin is roughly like that.

Hello- you might be suffering from phimosis. It is the technical term for an un-retractable foreskin. The foreskin of the penis is not retractable in an infant or a young child.
