I had my periods on 9th september and I usually have a cycle of 28 days, I did HCG test and urine test on 9th october and the HCG count was 0.23,could I be pregnant? Today it?s 14th and I still haven?t got my periods.

It should be done 10 days after missing your period. For example if your date was 10th, then do the test on 20th. Before that it can give false negative or false positive test. So you need to wait n repeat test again.
