Skipping meals cannot be a solution ever to lose weight, infact you should eat small meals atleast 5-6 meals per day including dinner. Try to cut down high sugar, high fat. Try to improve your protein intake both in quantity and quality. Stay hydrated. And for belly fat, do the right type of workout which would help you like crunches, sit ups etc. A gym trainer would guide you better in terms of right kind of exercises.
