If you are hypothyroid person your skin is having tendency for dryness. Hypothyroid status make your skin prone to eczema. If your parents are having bronchial asthma or allergic rhinitis, then tendency for eczema in next generation increases 4 fold. Contineous scratching makes your skin hard and thick that is called lichenification. To stop itch scratch cycle you have to take second generation antihistamine along with emollient topically, this should solve your problem, if persists contact your nearest Dermatologist.
