Cancer formation is a very complex process. I will try to put it as simply as possible. It requires multiple mutations at the cellular level and at the right places in DNA. Such damages are happening every day in our cells and our cells also have inherent mechanisms to correct such damages and most of such damages are effectively repaired. If there is too much damage, then the cell dies or gets killed by our own immune system. Conversely, small damages will be repaired with no adverse consequences. Now, there is always a baseline risk of everyone getting cancer due to daily damages to DNA. As more damages happen, the chances of mis-repair increases and so does the chances of cancer. So, the probability of anyonbe getting cancer is never zero% and rarely 100%. But as we increase our chances of mutation, we increase our chances of getting cancer. A simple analogy I can think of is, drunken driving and accidents. Accidents do happen even if one drives without drinking. People reach home safely even after driving drunk, but it definitely increases the chances of accidents. Hope you get it.
