Can a flaccid penis be in different sizes in stress. I mean can a flaccid penis be shorter in stress than in less of stress? Same for cold or both?(Size in length and girth) If so how much can a flaccid penis shrink maximum compared to its size in room temperature without any stress? Can a urologist answer this question and don't use the word average please? Thank you.

Among men, there is no consistent relationship between the size of the flaccid penis and its full erect length. You can?t assume that a dude with a big limp penis gets much bigger with an erection. And the guy whose penis looks tiny could surprise you with whopper.
