Dear sir/ madam, I am a 46 years old guy. I stay in a flat. My neighbor especially one living on top of my house creates lot of disturbances like they keep gossiping in a loud tpne through the night when everyone is deep asleep also they tap the floor of their flat with legs, some items, at times using their desk as a drum to beat. I know its not a medical problem. I request someone to guide me to help me out as to how to address this issue. We went a few times and complained to them but it has been of no use. Rgds, Monty.
