Yes it is normal. Anything less than 20u/l is normal. But that alone is not the determining factor for treatment. She needs a complete work up if it's only hand pain associated with stiffness.

Level less than 20 is normal. Please get her Vitamin D tested. You can give her homoeopathic medicine rhustox 30-5 pills three times daily for 1 week. Revert back after 1 week with feedback.
